                                            Exhibit A

       Mobile Satellite Ventures Subsidiary LLC (“MSV”) currently holds a nationwide license
to operate terrestrial facilities in the L band.1 MSV hereby requests an experimental Special
Temporary Authority (“STA”) to conduct propagation testing using terrestrial facilities in the L
band. The results of the tests will be used for an L band propagation model. The test will use
frequencies licensed to MSV in the United States.2

       The testing will take place in the following twelve regions. Two tests will take place in
urban areas and two tests in suburban areas in each region, for a total of forty-eight separate
tests.

       Atlanta
       Baltimore/Washington
       Boston
       Chicago
       Cleveland
       Dallas
       Denver
       Los Angeles
       Miami
       New York
       Seattle
       San Francisco

        A single transportable transmitter will be located within a 10-mile radius of the center
point listed on Exhibit B. The transmitter will transmit in the frequency range 1531.375-
1531.425 MHz at an ERP of 125 W mean power. The testing at each location will not occur
simultaneously. Rather, testing will take place at each location for approximately one day before
moving to the next location. Given the low power of these transmissions and the limited
duration of the testing in each location, MSV does not expect harmful interference to occur.
