Explanation
Please explain in the area below why an STA is necessary:
Mobile Satellite Ventures Subsidiary LLC (MSV) is licensed to operate a Mobile Satellite Service (MSS) satellite (AMSC-1) in the L-band at 101W. MSV also holds blanket mobile earth terminal (MET) licenses authorizing access to its satellite. MSV seeks to test signal processing algorithms used to mitigate co-channel interference. This will entail use of a BPSK-modulated L-band carrier signal that will be transmitted over MSV''s AMSC-1 satellite from a ground station in Reston. The data rate and EIRP of this carrier does not fall within the technical parameters authorized under MSV’s existing blanket MET licenses.
