Special Temporary Authority application - Explanation
Please explain in the area below why an STA is necessary:
Mobile Satellite Ventures Subsidiary LLC (MSV) is licensed to operate a Mobile Satellite Service (MSS) satellite (AMSC-1) in the L-band at 101W. MSV also holds blanket mobile earth terminal (MET) licenses authorizing access to its satellite. MSV seeks to test signal processing algorithms used to mitigate co-channel interference. This will entail use of a BPSK-modulated L-band carrier signal that will be transmitted over MSV''s AMSC-1 satellite from a ground station in Reston. The data rate and EIRP of this carrier does not fall within the technical parameters authorized under MSV?s existing blanket MET licenses.

Special Temporary Authority application - Initial values - Purpose of Operation
Please explain the purpose of operation:
The purpose of this operation is to test signal processing algorithms used to mitigate co-channel interference. Testing will entail transmission of a BPSK-modulated L-band carrier designated the desired signal over MSV''s AMSC-1 satellite from a ground station in Reston. Simultaneously from a ground station in Ottawa, an interfering signal will also be transmitted to the satellite. The desired and interfering signals will be received at the ground station in Reston where they will be translated to baseband, sampled, digitized using A/D converters, and then fed to a digital signal processor that implements the interference cancellation algorithm.
