                         Dear Mr. Burtle:

                                 Pursuant to Section 5.61(b) of the Commission‘s Rules, Mobile Satellite Ventures
                         Subsidiary LLC ("MSV"), the U.S. licensee of a mobile satellite service ("MSS") system in the
                         L—band, hereby requests a six—month extension of the above—captioned Special Temporary
                         Authority ("STA") to test and demonstrate new types of mobile terminals ("MTs") that will
                         operate with its licensed satellite, MSAT—2. While MSV currently holds blanket MT licenses,
                         the technical parameters of the MT‘s tested and demonstrated pursuant to this STA are
                         sufficiently different from those of MSV‘s current MT licenses as to require approval for an
                         experimental STA. Specifically, these MT‘s operate with a wider bandwidth (up to 400 kHz)
                         than MSV‘s currently licensed MT‘s. The above—captioned STA was granted on May 15, 2002,
                         and is set to expire on November 15, 2002. As required by the Commussion‘s Rules, this request
                         as well an experimental license application are being filed prior to the expiration of the STA.

                                 A copy of MSV‘s original STA request filed electronically in March 2002 is attached
                         hereto. The technical parameters for this extension request will remain the same as those
                         provided in the original STA request. The required filing fee of $50 and an FCC Form 159 are
                         enclosed with this request. MSV hereby certifies that no party to this application is subject to
                         denial of Federal benefits pursuant to Section 5301 of the Anti—Drug Abuse Act of 1988, 21
                         U.S.C. §853(a).
