      Dear Mr. Burtle:

               On August 7,2007, Mobile Satellite Ventures Subsidiary LLC ("MSV") submitted a
      letter to the Office of Engineering and Technology regarding an application submitted by BAE
      Systems Information and Electronic Systems Integration Inc. In its letter, MSV incorrectly
      referenced "File No. 0329-EX-ST-2007"rather than "File No. 0390-EX-ST-2007." Attached is
      a copy of the revised letter, which is being submitted today in the relevant application
      proceeding.

      Dear Mr. Burtle:

             The above-referenced application by BAE Systems Information and Electronic Systems
      Integration Inc. ("Applicant") for special temporary authority appears to seek authority to
      operate equipment transmitting, inter alia, on frequencies in the 1251-1 850 MHz band. That
      band includes frequencies authorized for and operationally in use by Mobile Satellite Ventures
      Subsidiary LLC ("MSV"). MSV is the licensee of AMSC-1 and MSV-1, United States satellites
      licensed by the Commission to provide Mobile Satellite Service ('MSS") in the L band (1525-
      154411545-1559 MHz (downlink) and 1626.5-1645.511646.5-1660.5 MHz (uplink)), and
      provides, inter alia, critical communications services to public safety users.

              Based on a review of the application, it appears that Applicant seeks to use only certain
      frequencies in that band, which are specified in a prior application, rather than the entire
      frequency band listed. See File No. 0390-EX-ST-2007, Exhibit 1, at p. 1 (referencing File No.
      0593-EX-ST-2005, Exhibit I, at p. 8). Because MSV does not presently operate on the particular
      L-band frequencies requested, MSV does not object to this application. Nonetheless, if the
      Office of Engineering and Technology approves the application, it should expressly indicate on
      the license the specific frequencies Applicant actually seeks to use, rather than simply listing the
      entire 1251-1850 MHz band.

              Additionally, MSV notes that it has advocated the rebanding of the L-band spectrum to
      create more efficient, contiguous blocks of spectrum in order to facilitate the deployment of
      advanced communications services to the American public. Thus, in the future, MSV may
      object to Applicant's use of the requested frequencies, and MSV encourages Applicant to consult
      with MSV in advance of submitting any experimental application to operate equipment in the L-
      band frequencies in order to minimize the chance that such operations would cause harmful
      interference to MSV's network.
