Mobile Satellite Ventures Subsidiary LLC ("MSV") has pending the above-captioned
request for a two-year nationwide experimental license to test and demonstrate
twelve (12) prototype dual-band (PCS/L-band) Code Division Multiple Access
("CDMA") cellular handsets that will be capable of providing voice and data
services over L-band MSS satellites when attached to an external companion
device.

You have asked why MSV needs a nationwide license. MSV needs a nationwide
license because MSV will be testing and demonstrating the handsets to
prospective business partners throughout the country. At this point, MSV does
not know the precise locations of these demonstrations. A nationwide
experimental license will afford MSV the flexibility to conduct these
demonstrations without having to seek authority from the Commission for every
individual demonstration. Regardless of the precise location of the tests or
demonstrations, MSV will not cause interference to other licensed services. The
handsets subject to this experimental license will use frequencies that have
been coordinated for MSV and MSV Canada through the international L-band
frequency coordination process. Moreover, the handsets will comply with all
Commission technical rules applicable to L-band mobile earth terminals.
