Mobile Satellite Ventures Subsidiary LLC (MSV) has pending a request for a two-year
nationwide experimental license to test and demonstrate twelve (12) prototype dual-band
(PCS/L-band) Code Division Multiple Access (CDMA) cellular handsets that will be capable of
providing voice and data services over L-band MSS satellites when attached to an external
companion device.

With respect to the AMSC-1 and MSAT-1 satellites, you have asked whether the receive
antenna orientation is earth coverage or narrow beam. Neither AMSC-1 nor MSAT-1 has an
earth coverage beam. Both AMSC-1 and MSAT-1 have six regional beams that cover the 50
states, Virgin Islands, and Puerto Rico, as well as other areas.

You have also asked for the transmit antenna minimum operation angle of elevation, in degrees,
from the horizontal. The terminals subject to this demonstration will be used in locations where
the elevation angle toward the satellite is 20 degrees or greater.
