The STA is for a temporary, non-recurring service where a regular authorization is not appropriate. The uplink will utilizing already licensed facilities operated by NASA at Wallops Island, VA and White Sands, NM.

Please explain the purpose of operation:  Satellite uplinks may be intermittently required for mission assurance or to provide an early kill signal to disable the satellite.
