Please explain in the area below why an STA is necessary:
The proposed testing would involve experimental white-space device operations in the VHF and UHF television bands. For purposes of these experiments, Microsoft intends to coordinate with incumbent operations rather than using the channel selection methodology set forth in 47 C.F.R. 15.711.

Please explain the purpose of operation:  Microsoft will test sensors using white-space technologies operating in the specified VHF and UHF frequency bands to determine their suitability for precision agriculture applications.
