                       Exhibit 1: Experimental License Modification Description



Microsoft Corp. respectfully requests amendment of experimental license call sign WF2XBT with the
additional station locations and equipment manufacturers specified in its modification application File
No. 0190-EX-ML-2011. As described more fully in Microsoft’s initial application for call sign WF2XBT,
Microsoft uses this authorization in accordance with 47 C.F.R. § 5.3(g) and (i) to facilitate research
regarding the potential of wireless networks using vacant television broadcast band spectrum (the
“white spaces”) to enable new wireless applications and services. Additional details regarding
Microsoft’s experiments in this area are also available on the Microsoft Research website.1

Microsoft currently operates within the area of its main campus in Redmond (King County), WA. The
requested modification will allow Microsoft to expand its research efforts to include additional
Microsoft facilities in King County, and to evaluate equipment from other manufacturers that are
designing products to take advantage of white space spectrum. Experiments at the additional Microsoft
facilities will be conducted using the same operating parameters already approved by the Office of
Engineering and Technology for call sign WF2XBT, but with a smaller radius of operation. In addition,
Microsoft intends to adhere to the special conditions listed in WF2XBT for each of the additional King
County locations, including coordinating experimentation with the Society of Broadcast Engineers and
limiting operation to coordinated frequencies.

Because Microsoft’s research will further the development of innovative white spaces applications that
will benefit consumers, Microsoft respectfully requests expedited processing of its modification
application to help realize this goal in the near term.
