Microsoft Corp. hereby responds to the Office of Engineering and Technology inquiry dated 5/19/2009.

Microsoft confirms that its designation of station class MO for 174-216 MHz was intentional. Microsoft
seeks to examine personal/portable operations using those frequencies as compared with operations at
higher frequencies as part of its experiments. Moreover, Microsoft notes that it has petitioned for
reconsideration of the portion of the Commission's order restricting personal portable white space
operations to frequencies at 512 MHz and above. See Dell Inc. and Microsoft Corp. Petition for
Reconsideration, ET Docket Nos. 04-186, 02-380 (filed Mar. 19. 2009).

Finally, Microsoft has entered ERP values for Authorized Power as requested.
