Dear Mr. Ghaffari,

I was a little puzzled by your request and would like to be certain there is no misunderstanding of the
operational parameters specified in the application. The subject request for an experimental license is for
a band listed in Part 15 of the FCC rules section 15.209 with a specified maximum power level of 1
milliWatt. Section 15.209 follows:

15.209 Radiated emission limits; general requirements.

  (a) Except as provided elsewhere in this subpart, the emissions from an
  intentional radiator shall not exceed the field strength levels
  specified in the following table:

  0.009-0.490 2400/F(kHz) 300
Field strength computes according to the above equation as 5 microVolts/meter at a distance of 300
meters.

The band 410 to 430 kHz is a portion of the listed band and the requested power level is in line with many
Part 15 certified devices considering the inefficient antennas low frequency devices have. Based on the
above, it appears there may be a misunderstanding which resulted in the request for co-ordianation of the
frequency band 410 to 430 kHz with the FAA.

If there is still a concern due to the request for up to 1 milliWatt of power, could it be resolved by reducing
the requested power level?
