Please explain in the area below why an STA is necessary:
An STA is necessary because Mavenir is not an Telecom operator and does not own spectrum, and does not own spectrum in this band. Mavenir would like to follow the legal path to do outdoor testing of our radio and get formal approval and verification so that we do not cause any interference to other potential users.

Purpose of Operation
Please explain the purpose of operation:  Mavenir would like to do some outdoor coverage testing on our newly developed Band n258 Massive MIMO radio. The objective would be to verify the coverage footprint, determine the effect of urban clutter on propagation and to determine the radio performance of Massive MIMO with beam steering, as well as 5G.
