Narrative for Experimental STA

MariTEL, Inc. (“MariTEL”) is the largest provider of VHF Public Coast (“VPC”) services and
provides both voice and data communication solutions to the maritime industry. MariTEL
continues to expand its wireless data capabilities and is collaborating with both Shine Micro, Inc.
(“Shine Micro”) and Harris Corporation (“Harris”) to assess the use of technology for VHF-FM
Digital Small Message Services as contemplated by Special Committee 123 (“SC123”) of the
Radio Technical Commission for Maritime Services (“RTCM”). Please refer to the attached
RTCM SC123 CDV (Committee Draft for Voting).

Permission is requested for six months to operate equipment from Shine Micro that complies
with the RTCM SC123 CDV in all respects. The proposed use is within the geographic areas
licensed to MariTEL in accordance with call signs WPOJ538, WPOJ537 and WPOJ534. The
following frequencies will be utilized by both ship and coast stations operating in the simplex
mode: 162.000 MHz (28B) and 161.950 MHz (27B). No other authorized users of this spectrum
or the adjacent channels (AIS 1 and AIS 2) will be affected, since the RTCM SC123 standard
(CDV) includes EMC protection provisions for the other services, including the AIS.
