Explanation
Please explain in the area below why an STA is necessary:
This application proposes the use of amateur radio, broadcast auxiliary, land mobile and certain microwave bands in the Brooklyn, New York Red Hook area for terrestrial only, international and domestic video production operation; for two-way voice and telemetry for racing cars; and for two-way operational and security communications during the World Endurance Championship automobile race events and for testing prior to the event within and immediately surrounding the Race Track near the Brooklyn Cruise Terminal. The STA is necessary because the race teams, from Europe and elsewhere, use land mobile, broadcast auxiliary, and microwave radio equipment that is not licenseable in the United States for the purpose set forth herein, due to frequency ranges, and it is new technology under development. Furthermore, this is the second largest automobile race in the United States in a crowded market, and channels for operations, security, video production and race crew use are overloaded.

Please explain the purpose of operation:  Terrestrial only, international and domestic video production operation; voice and telemetry between racing cars and pit crews; and two-way operational and security communications. Please see attached narrative.
