Explanation
Please explain in the area below why an STA is necessary:
This application proposes the use of unused television broadcast channels, amateur radio and land mobile radio channels, and broadcast auxiliary channels for two-way operational communications, security communications, and video and audio production during the International Automobile Federation (FIA) Formula E championship races in the United States and for testing prior to both events. An STA is necessary because the system uses radio equipment that is not licenseable in the United States at the moment due to frequency ranges, or the race teams and international broadcasters are not licensed to use equipment at these short term, major automobile racing events.

Please explain the purpose of operation:  To facilitate the use of communications systems for operational communications, race team communications and broadcast operations for a major international electric automobile racing event including voice, video, and data.
