    Dear Mr. Wright:

           SUBJECT:    Experimental
    Mobile Telesystems (MTI) requests the expeditious granting of the
    enclosed Application for Radio Station Authorization, Experimental
    Radio Service, Form 442, to permit usage of five (5) additional
    Model TCS—9200 satellite communications terminals.

    The Model TCS—9200 is a portable earth station which                         utilizes the
    INMARSAT system of satellite communications.  Use of                         the TCS—9200
    units will enable MTI to develop the product to                               enhance its
    business line of providing satellite communications                          terminals to
    INMARSAT users throughout the world.

    MTI has applied for the experimental license for five (5) of its
    TCS—9200 terminals to perform tests and demonstrations.   During
    operations, no harmful frequency interference will be caused to any
    lawfully operating radio station.

    Concurrent with this application, MTI has filed a request with
    COMSAT Maritime Services for space seqment to be used with land
    based terminals, and assignment of INMARSAT identification numbers
    for operations of the terminals.   Your assistance in coordinating
    any verifications with the COMSAT office is greatly appreciated.
