Explanation
Please explain in the area below why an STA is necessary:
An Agency of the U.S. Government has requested that MITRE design, develop and demonstrate a special over-the-horizon communication system. The proposed proof-of-concept system would transmit a specific waveform on a non-interference bases at five (5) different HF frequencies, 6.6 MHz, 7.9 MHz, 10.6 MHz, 11.6 MHz and 12.7 MHz at an average RF power of 150 Watts (22 dBW).

Purpose of Operation
Please explain the purpose of operation:  Design, develop and demonstrate a special over-the-horizon communication system. The proposed operation would consist of a series of communication experiments from from 0300 to 1000 UT from 29 August 2005 to 10 September 2005. During these experiments the stations will communicate using five (5) cycles of a 1500 Hz tone every 10.667 microseconds at five different radion frequencies, 6.6 MHz, 7.9 MHz, 10.6 MHz, 11.6 MHz and 12.7 MHz.
