Explanation
Please explain in the area below why an STA is necessary:
We are conducting experimental radio-controlled aircraft testing at MIT Lincoln Laboratory for the US Government sponsor. We desire to use a first-person video transmitters and radio control transmitters in the 1.2/1.3 GHz and 420-450 MHz bands, respectively. Due to the compressed development and testing timeframe desired by the sponsor, authorization is requested to begin testing as soon as possible, with 02/01/2015 as a target date.

Purpose of Operation
Please explain the purpose of operation:  To test and develop unmanned aerial vehicles. The purpose of the operation is to develop unmanned aerial vehicles for a sponsor-directed program. Radio control, first-person-video, and telemetry transmitters are required on each aircraft. Commercial off-the-shelf (FCC approved) units are to be employed to the maximum extent possible, but due to the number and types of transmitters needed, additional frequencies are requested to support transmitters to alleviate interference. The transmitters in the requested bands are COTS, but require an FCC or amateur license to operate. Antenna AGL 100 meters.
