Explanation
Please explain in the area below why an STA is necessary:
Applicant seeks short-term authorization to conduct final functional checks of HC-130J aircraft prior to delivery to the U.S. Air Force. Short-term authorization is needed to meet a key milestone in the coming weeks. Operations are supported by U.S. Government contract FA8625-15-D-6591.

Purpose of Operation
Please explain the purpose of operation:  Spectrum authority required to support flight testing of HC-130J aircraft prior to delivery. Authority will enable IFF transmitter use in civil modes (3A/C/S) for air traffic control functions. The use of this frequency has been prior coordinated with the FAA. Operations will not exceed 25,000 feet AGL.
