Explanation
Please explain in the area below why an STA is necessary:
Applicant submits the instant request to conduct testing and demonstration of an aerostat transmitter and radar system for the Department of Homeland Security (DHS)/Customs and Border Patrol (CPB) at the U.S. Coast Guard Station, South Padre Island. The system testing and demonstration will occur over a short duration, such that an experimental STA is appropriate.

Purpose of Operation
Please explain the purpose of operation:  To conduct testing and demonstration of an aerostat transmitter and radar system for Department of Homeland Security (DHS)/Customs and Border Patrol (CPB) stakeholders. Testing involves the complete aerostat system at an altitude of 800 feet AGL. The transmitter and radar system may be used in conjunction with the Persistent Threat Detection System (PTDS).
