Explanation
Please explain in the area below why an STA is necessary:
Applicant is conducting tests with an experimental radio that employs Direct Sequence Spread Spectrum (DSSS) Code Division Multiple Access (CDMA) using 60 MHz spreads in 3 separate bands. Because testing is intended to be short-term and limited to a single series, an STA is the appropriate licensing approach.

Purpose of Operation
Please explain the purpose of operation:  The radio testing will evaluate advanced algorithms for airborne platforms for suitability for use on the Office of Naval Research (ONR) Long Endurance AOEW Platform (LEAP) Program. Airborne platforms will not exceed 400 feet. All operations are conducted at facilities owned by the applicant, with appropriate marking and hazard limitations.
