                   REQUEST FOR EXPERIMENTAL AUTHORITY


        LoJack Corporation (“LoJack”) hereby requests experimental authority to test an
indoor GPS system on the GPS L1 band in accordance with the parameters specified in
the accompanying FCC Form 442 and related exhibits. The proposed operations will
occur at a manufacturing facility where LoJack tests and develops products related to
its Stolen Vehicle Recovery System (“SVRS”).

       LoJack has operated its SVRS for over 30 years in jurisdictions throughout the
United States and Puerto Rico. LoJack seeks experimental authority to permit it to
conduct indoor testing of GPS functionality in order to time precisely the transmissions
of the various components that constitute the SVRS. Depending on the success of the
proposed experimental, it is possible that such GPS functionality may be incorporated
into future product development.

        The proposed operations will occur exclusively indoors. The repeater will re-
transmit passively the continuous data stream broadcast by the U.S. Global Positioning
Satellite system. Operations will cover a manufacturing area of approximately 50’ x 30’
located within a steel building. A pictorial exhibit is included with this material,
representing the -140 dbm contours of the repeater’s operations, which are well within
the perimeter of the building’s facilities.

       LoJack is providing as an Annex to this exhibit documentation that is responsive
to Section 8.3.28 of the NTIA’s Manual, as it relates to the operation of fixed devices that
re-radiate GPS signals.

                                            ANNEX 1.

 Responses to Section 8.3.28 of the NTIA Handbook (Use of Fixed Devices That Re-
         Radiate Signals Received From the Global Positioning System)


a. Individual authorization is for indoor use only, and is required for each device at a
specific site.

       LoJack certifies that the proposed operation will occur only indoors, at a steel
       manufacturing facility.

b. Applications for frequency assignment should be applied for as an XT station class
with a note indicating the device is to be used as an "Experimental RNSS Test
Equipment for the purpose of testing GPS receivers" and describing how the device will
be used.

       The instant request is for fixed station class.

c. Approved applications for frequency assignment will be entered in the GMF.

       No comment.

d. The maximum length of the assignment will be two years, with possible renewal.

       The instant request is for 24 months (2 years).

e. The area of potential interference to GPS reception (e.g., military or contractor facility)
has to be under the control of the user.

       The facility will permanently under the control of LoJack and its immediate contractor
       affiliates.

f. The maximum equivalent isotropically radiated power (EIRP) must be such that the
calculated emissions are no greater than -140 dBm/24 MHz as received by an isotropic
antenna at a distance of 100 feet (30 meters) from the building where the test is being
conducted. The calculations showing compliance with this requirement must be
provided with the application for frequency assignment and should be based on free
space propagation with no allowance for additional attenuation (e.g., building
attenuation.)

       The accompanying contour map and calculations prepared in accordance with this
       requirement confirm that LoJack complies.

g. GPS users in the area of potential interference to GPS reception must be notified that
GPS information may be impacted for periods of time.

      The potential area of interference is limited to the immediate confines of the testing
      facility, as demonstrated in the accompanying contour map. No external GPS users
      would be affected by the operations.

h. The use is limited to activity for the purpose of testing RNSS equipment/systems.

      LoJack concurs.

i. A "Stop Buzzer" point of contact for the authorized device must be identified and
available at all times during GPS re-radiator operations.

      LoJack maintains a 24-hour operations center at 1-800-456-5225.
