Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
Live Sports Radio, LLC is an audio solutions provider that re-broadcasts existing network feeds live (i.e. radio, TV, Spanish...etc.) to fans attending select high profile sporting events across the nation. The service we provide allows fans in the stands to be as informed as fans listening from home. Our service also allows networks and properties to speak directly to the fans in-venue, if they desire. Live Sports Radio currently obtains STAs from the FCC to carry out our transmission. However, we are working to find a viable long term broadcast solution which will reduce the amount of spectrum that we use, while ensuring the service will be available for years to come. After a great deal of research, we have identified a rarely used spectrum that we believe we can utilize moving forward. The spectrum that we would like to test is a segment of the Broadcast Auxiliary High Frequency Land-Mobile Band. To be more specific, we are interested in experimenting within the range of 25.87 MHz to 26.03 MHz. Our plan is to run tests via FM modulation, with varying amounts of deviation, to determine the most ideal spacing for multiple broadcasts. Our plan requires the design of a new receiver and transmitter. We will begin the testing process at our lab in Rochester Hills, Michigan before testing the transmitters and receivers in the field at various sporting event (pending permission of local frequency coordinators). If our experiment produces data that supports our theory, with regard to successful transmissions, adequate reception, and lack of interference we would then ask the Commission to consider rule making or a blanket waiver for future licenses.
