Explanation
Please explain in the area below why an STA is necessary:
Lilee Systems is a contractor to the Metropolitan Transportation Authority (MTA) of New York. By federal legislation via the Federal Rail Administration, MTA is required to install a Positive Train Control (PTC) system by December 2015. Both Long Island Railroad and Metro North Railroad fall under MTA, and are the first and second busiest commuter railroads in the United States. Due to the short period of time provided by federal regulation, this project is being fast-tracked. In addition, MTA has additional pressure to meet this abbreviated timeline due to a recent incident in November 2013 when four lives were lost.

Purpose of Operation
Please explain the purpose of operation:  To validate propagation prediction models. As the communications contractor, Lilee Systems needs to validate propagation prediction models to ensure proper operation of the system prior to implementation of MTAs pilot. It is anticipated that the validation process and pilot rollout should commence by the end of the STAs effective period. One rail group has licenses for the 218-219 MHz IVDS frequency band, but the other is awaiting access to AMTS frequencies that have unfortunately been delayed due to the original licensee having entered into bankruptcy court. Lilee Systems therefore requests expedited secondary access to IVDS (ZV) B Block spectrum for the rail corridors in Long Island, lower New York, and western Connecticut. MTA holds a primary license (KIVD0002) for Market IVM001 for New York, New Jersey, and Long Island. There is currently no licensee holding an active IVDS/ZV license in the State of Connecticut, so there should be no pre-existing operation or conflict in using this spectrum.
