2. Please justify the need to use 128 devices. Can this be done with 50 devices?

The radar is designed to detect a certain size object in Low-Earth-Orbit, which will be tested during the
development phase. This link budget justified the need for 128 devices as well as the aperture of the
antenna. The devices are arranged on panels that hold 8 elements each (16 panels total).

3. Please explain for use of a 60-month experimental license as opposed to a 24-month experimental
license.

The request for 60 months comes as a result of the significant infrastructure needed to deploy this system
as well as the large amount of testing planned, which spans manufacture, deployment, calibration,
performance testing, and algorithm testing.
