1.     Introduction

       By the instant application (“Application”), Leidos, Inc. (“Leidos”) requests that the
Commission grant experimental Special Temporary Authority (“STA”) to permit Leidos to
operate the facilities (the “Facilities”) specified in the instant application.

2.     Purpose of the Operation

         Leidos seeks Commission authority for ground-based transmissions to perform tests with
support equipment to facilitate efficient communication during system tests and systems
integration of a system upgrade for the government of Egypt. Interim tests will be done at our
facility in Orlando, FL with a more realistic field test to be performed in Chuluota, FL. Such
license is requested exclusively in support of the following contract with the Country of Egypt
for the export of the subject radio equipment: Contract No.: AFCTC-1/AFCTC-2/W900KK-17-
C-0066. This Application describes the following types of transmissions:

       Ground-Based Mobile Transmissions

               Mobile transmissions within 15 km of the specified centerpoint coordinates at:

                       28-34-47 N.Lat; 081-11-43 W.Long. (NAD83) and
                       28-39-51 N.Lat; 081-5-21 W.Long. (NAD83)

       Ground-Based Fixed Transmissions

               Fixed transmissions at:

                       28-34-47 N.Lat; 081-11-43 W.Long. (NAD83) and
                       28-39-51 N.Lat; 081-5-21 W.Long. (NAD83)

3.     Waiver of Station ID Requirements of Section 5.115(a)

       A waiver of the Station ID requirements of 47 CFR §5.115(a) is respectfully requested.

4.     Mitigation of Interference

        With respect to interference mitigation, it is noted that authority is requested for only
limited and sporadic operation of the facilities. Specifically, operation of the facilities will occur
only between 7am – 5pm (ET). In addition, during those hours, operation will be sporadic, not
continuous. In fact, there may be extended periods of non-operation during the authorized
period. It is expected that on each day, transmissions will not exceed 3 hours in cumulative
duration. In addition, during the license period, it is expected that transmissions will not occur
for more than 3 weeks in total cumulative transmitting time. In addition due to the height of the
equipment and the surrounding wooded areas the extent of possible interference will be greatly
mitigated.

5.     Stop Buzzer

        Leidos is well aware of its obligation under Commission rules to immediately terminate
operation in the event of interference to any other licensed emitter. Leidos is a long-standing
Commission licensee and the company will take any and all actions to ensure that it complies
with its obligations as a licensee of experimental facilities. The Stop Buzzers in the event of
interference are:
