                              PUBLIC INTEREST STATEMENT


        1.     Introduction

        By the instant application ("Application"), Leidos, Inc. ("Leidos") requests that the
Commission grant a two year experimental license to permit Leidos to operate the facilities (the
"Facilities") specified in the instant application.

       2.      Purpose and Nature of the Operation

        This experiment, a continuation of the operations previously authorized under WHIXCS,
involves the demonstration of data link system requirements as specified by the contract between
Leidos and US ARMY — PEO—STRI referenced below. The operation will demonstrate the data
link system requirements as specified by the contract between Leidos and US ARMY — PEO—
STRI. This includes the data transfer between the mobile elements and Fixed elements,
consisting of Position Location information as well as certain types of events that are collected at
mobile stations.

       The operations under this license will be associated with the following government
contract:

       Waiver of the Station ID rules set forth at Section 5.115 is respectfully requested.
