Pursuant to Special Condition 13 on the WK2XEW license, this Modification Application adds a
new location to the license, for mobile operations at and around Bridgewater, VA, accompanied
by the attached confirmation of no objection from the NRQZ coordinator.

This application seeks Commission approval to add the following operations to the WK2XEW
license:

       Mobile Ground based transmissions conducted will be located at the test area center point
       at 38°22’00” N; 78°57’37”W, on a radius of 1km about the center point. Ground
       elevation above sea level at the center point coordinates is 355.1m at this location. The
       antenna will be no more than 5 meters above ground level when transmitting from the
       ground.

       Mobile airborne transmissions conducted within a flight pattern centered on the test area
       center point at 38°22’00” N; 78°57’37”W, with the furthest waypoints lying on a radius
       of 370km about the center point. The maximum flight ceiling planned is 4572m (15,000
       feet) above ground level (AGL) (range will be from 14-15,000 ft). Ground elevation
       above sea level at the center point coordinates is 355.1m at this location. The nearest
       airport to the center point coordinates is the Bridgewater Airpark (VBW) at 1402 Airport
       Rd, Bridgewater VA, within 1 km from the center point coordinates


These transmissions will be mobile-only and operational around a fixed point (ground and
airborne). No fixed terrestrial facilities are associated with the operations. Therefore, as
confirmed in the attached communication from the NRQZ coordinator, coordination within the
NRQZ is not required by Federal Law 47CFR1.924 for Quiet Zones or the US Department of
Commerce NTIA Frequency Management manual Section 8.3.9, and therefore the NRQZ has no
objection to the Commission’s grant of these operations.

This email transmits for your review the attached draft application to modify Experimental
Station WK2XEW to add mobile operations at Bridgewater, VA.

The FCC has requested that Leidos obtain the consent (or no objection) of NRQZ to the
proposed operations before the application is filed with the FCC.

Accordingly, it is respectfully requested that NRQZ provide confirmation of consent (or no
objection) to the application so that Leidos can submit the filing.

In the attached application, the proposed Bridgewater operations are highlighted in yellow, for
your reference.


As you can see, the application demonstrates that:

        These transmissions will be mobile-only and operational around a fixed point (ground
        and airborne). No fixed terrestrial facilities are associated with the operations.

        Therefore, coordination within the NRQZ is not required by Federal Law 47CFR1.924
        for Quiet Zones or the US Department of Commerce NTIA Frequency Management
        manual Section 8.3.9.

        Therefore, confirmation of no objection or consent is requested from NRQZ.
