Good afternoon Brandi,

You have good timing on this coordination request as I leave Friday on FML.

I have reviewed your FCC experimental filing and determined that the Bridgewater, VA facility is inside
the NRQZ. The three frequency assignments on this filing are mobile-only and operational around a fixed
point. In addition, there is no fixed terrestrial facility associated with their operation. Therefore,
coordination within the NRQZ is not required by Federal Law 47CFR1.924 for Quiet Zones or the US
Department of Commerce NTIA Frequency Management manual Section 8.3.9.

However, It seems to me that there will be some associated NG (Non-Governmental) frequency
assignments that would be associated with each operating frequency. Since I will be out of the office for a
while, I will BCC this email to the National Science Foundation FAS representatives so they can be aware
of this possibility. Should these assignments be processed during my absence, by copy of this email, I will
request NSF to vote “approve” on behalf of the NRQZ.

If I can be of further assistance, please feel free to contact me.

As you know, Leidos has pending with the FCC an application to modify the license for Station WJ2XAY
to, among other things, modify the frequencies as follows:

o Modify 13.75-13.77 GHz to “14.402-14.429 GHz”

o Modify 13.78-14.393 GHz to “14.246-14.274 GHz”

In connection with this pending application, the FCC has issued the inquiry below requesting that Leidos
obtain a consent letter from NRQZ for the requested modified range of “14.402-14.429
GHz” at Bridgewater, VA.

In 2017, Leidos obtained NRQZ consent for the original frequency ranges – see attached –
“Prior NRQZ Approval.pdf” – Now the FCC is seeking an updated consent letter for
the modified range of “14.402-14.429 GHz” at Bridgewater, VA.

Please let me know if you will request the letter from Ms. Woody and NRQZ or if you would like me to
request the letter.

The deadline for providing the consent letter is July 26.
