                     WA2XOL Statement in Support of Renewal


        Shortly after initial grant of the WA2XOL license, significant

rulemaking (MM Docket No. 97-217) was undertaken by the FCC to

establish technical standards for two-way transmissions in MMDS and

ITFS.       Accordingly, LBA Technology, Inc. deferred its test programs

until these standards were established.            Nonetheless, LBA continued

to develop antennas for the MMDS/ITFS service, and assembled

equipment suitable to advance tests once standards became clear.

        On    July    29,    1999,   the   Commission   issued   its   order    on

reconsideration1/, which had the practical effect of providing the

standards guidance needed for the WA2XOL test program, permitting

it to go forward.           Unfortunately, soon thereafter, in mid-September

1999, Hurricane Floyd caused record floods in the Greenville area

(the area was designated a federal disaster area) which submerged

the LBA facilities and disrupted its engineering activities.                   LBA

is now in the process of reconstructing the damaged facilities,

with the anticipation of being able to pursue the WA2XOL test

program during the first quarter of 2000.

        LBA proposes to go forward with its previously proposed

program, in which both time and money has been invested, should the

Commission renew its license as requested.              No significant changes

from the present terms of its license are foreseen, except as may

be occasioned in adapting testing procedures to the specific
