Please explain in the area below why an STA is necessary:
This license request is to support flight operations of the APEX/Orbiter 3 unmanned aircraft at Silver Springs airport. These flight are being executed in conjunction with the Nevada Institute for Autonomous Systems (NIAS) and the Federal Aviation Adminstration (FAA). The flights proposed will be in support of a special airworthiness certification process being developed by the FAA with help from NIAS. This effort has recently been schedule to conclude by October 1st, 2014 with a tentative event that will include the governor of NV, senior officials of the FAA and members of congress

Please explain the purpose of operation:
To demonstrate the airworthiness of two APEX/Orbiter 3 unmanned aircraft. These flights will occur between August 1st, 2014 and October 1st, 2014. These aircraft will operate within 10 nautical miles of the airport and remain under 5000’ above ground level
