Please explain in the area below why an STA is necessary:
STA for flight testing of the Man Portable Unit 5 (MPU5) radio. Will require the use of the frequency 2380 MHz from 04/23/2018 - 05/17/2018 in Morehead City, NC. Altitude: Max 10.5k ft.

Purpose of Operation
Please explain the purpose of operation:  The purpose of this operation is proof of concept testing for the MPU5 for air-to-ground links in the S-Band. The purpose of this operation is proof of concept testing for the MPU5 for air-to-ground links in the S-Band. This testing will serve as a baseline for future air-to-ground applications for small manned and unmanned aircraft for all parties involved. Base station will be fixed using a tracking antenna. Aircraft operating at 10.5 k ft FL within a 50 km radius of base station.
