Mr. Kennedy,

Per our conversation the other day concerning this application, I would like to request
that the referenced application be expedited for the following justifications:

1. Frequencies required to support antenna testing that is part of a system in
development. This system is being developed to detect and neutralize
Improvised Explosive Devices (IED).
2. As you are aware, this and related programs by L3 Communications are of
critical importance to enhance safety of life in the Global War on Terrorism
and our troops operating in Southwest Asia. In order to meet contract
timelines, the timely receipt of approval to operate on the requested
frequencies is critical to this system development.

Request favorable consideration of this request, and please feel free to contact me if
further information or clarification is required.

This expedite is re-filed, original file number 0256-ex-pl-2007 was dismissed without
prejudice.
