Hi,

This is an application for the same type of license granted to Datron earlier this year for the same model
of system. This is only a temporary license.

Transmission is only performed for short periods of time and only occasionally. This testing is required
before shipment of the groundstation to a site in Canada. Full power transmission is required to test for
receive channel interference. Transmission is CW only, no modulation.

Transmission is only performed with the antenna dish pointed at zenith. With the antenna in this position
and because of the frequency and diameter of the antenna, the beamwidth is very narrow and has
virtually no effect on surrounding facilities.

Please review the prior license grant for the identical system, call sign WG9XHU. As required by this
license, Datron was to respond to any external complaints during this testing. There were no complaints.
This license did not require us to contact other companies.

We believe that requiring letters from several large area companies to allow what would only be very
limited pre-shipment testing is onerous and impedes our ability to manufacture and sell antenna systems,
our ongoing business.

Please reconsider your decision to add additional requirements beyond those of an identical license
granted earlier this year.
