Explanation
Please explain in the area below why an STA is necessary:
Keweenaw Research Center is evaluating emerging MANET / MIMO microwave technologies with relation to propagation, data throughput, vehicle integration and impact to present documentation for application for governmental contracts. Due to the frequency congestion in the Calumet area, Keweenaw Research Center requests the use of channels in the 1350-1390MHz Telemetry Band.

Purpose of Operation
Please explain the purpose of operation:  Grant of the instant request for STA in the 1.3 GHz Band would serve the public interest by enabling Keweenaw Research Center to evaluate the required remote networking coverage. for this experiment. The proposed service would enhance the experiment by providing on the spot networking from mobile locations that would not otherwise be available to the engineering team.
