Explanation
Please explain in the area below why an STA is necessary:
This STA application is necessary as Kepler has not received a Stamp Grant for it’s PDR (SAT-PDR-20161115-00114), preventing serviceable applications for regular or permanent earth station authority. Further, Kepler can not complete such applications until integration testing has been completed at facilities located within the United States.

Purpose of Operation
Please explain the purpose of operation:  Kepler intends to perform integration testing with third parties in the United States. The parties involved own existing antennas, which will be combined with Keplers hardware stack to establish a proof of concept and derive parameters to be filed in a regular or permanent authority.
