Explanation
Please explain in the area below why an STA is necessary:
Kepler Communications currently provides FSS to terrestrial stations in the United States per the conditions of Keplers market access authorization. With this STA, Kepler seeks to obtain temporary authorization to test and develop communications between Keplers satellites and Earth Stations on Vessels in motion in U.S. waters.

Purpose of Operation
Please explain the purpose of operation:  To conduct preparatory testing and proof-of-concept demonstrations of communications between Keplers satellite network and Earth Stations on Vessels in motion. In particular, Kepler seeks to support an upcoming expedition of the U.S. Research Vessel Sikuliaq along the Alaskan coastline.
