Special Temporary Authorization
File No.: 1643-EX-ST-2018

                                   Supplemental Information

Concept of experimentation: Karousel intends to test and evaluate a data distribution product
using a standard LTE network including a single base station with an omni-directional antenna
and multiple user access equipment devices. All equipment is off-the-shelf. To test and evaluate
this product, Karousel intends to load the base station with up to 30 user access equipment
devices.

This request is identical to a previous request for an Experimental Radio Service Special
Temporary Authorization that Karousel was previously issued in March of 2018 (call sign
WM9XMO). Due to unexpected delays in coordination and testing, Karousel was not able to
complete its experiments within the authorization’s term. Karousel anticipates that it will
complete its tests with an additional six month STA.

Location and conduct of operations: The experiment will be conducted in Karousel’s offices
located in Alexandria, VA. The office will contain the base station and all user access equipment
devices being used as part of the evaluation. Due to the restricted nature of the space, user access
equipment devices will always be within 30 meters of the base station. Within the office
building, Karousel controls access to entire floors and can both restrict access to visitors and the
general public. In addition, Karousel will inform any visitors that testing is in-progress during
any time in which the transmitter is active.

Frequency Band of Operation: Karousel intends to conduct this testing using the 2500-2690
MHz band and is aware that there are BRS and EBS licensees throughout this band. Karousel
will monitor the spectrum before transmitting. Its equipment is frequency agile within the band.
Karousel will operate on channels which its monitoring indicates is not in use at its location or is
very lightly used.

Power: The power applied for 1 Watt EIRP for the base station and 200 milliwatts EIRP for the
handsets are the maximum power levels. Due to the close proximity of the handset to the base
station during the testing, it is expected that power levels will be much lower. In any event,
Karousel will operate with the least amount of power necessary to ensure a connection between
the base station and the handsets to minimize the potential for causing harmful interference.

Number of units: Karousel will only operate 1 base station and no more than 30 handsets at any
given time.

Non-Interference Basis: Karousel is aware that all experimentation is conducted on a non-
interference basis and is responsible for ensuring that authorized stations do not receive harmful
interference and will accept any harmful interference received. Karousel understands that should

any harmful interference occur, it is responsible for mitigating such interference up to and
including ceasing operations.
