                             EXHIBIT I DESCRIPTION OF EXPERIMENT

      Kapsch TrafficCom Canada, Inc. ("Kapsch") hereby requests an FCC Experimental Authorization to
conduct research and testing on a European tolling reader that conforms with both FCC and ETSI standards at
Kapsch facilities located in Saugerties, New York and Taylor, Texas.

       In lieu of frequency tolerance, Kapsch requests a license condition that the occupied bandwidth of the
emission not extend beyond the band limits authorized.

       Because the equipment is technically incapable of providing station identification, Kapsch respectfully
requests a waiver of the station identification provisions of Section 5.115 of the Commission's rules, 47 C.F.R.
§ 5.115.

        All testing will take place in controlled environments. Kapsch acknowledges that all transmissions will
be on a non-interference basis and will adhere to any conditions placed on an experimental authorization. In the
event any harmful interference occurs, Kapsch will terminate operations. The designated interference stop
