                                  Request for Special Temporary Authority

     Dear Sir or Madam:

                      On behalf of KCOP Television, Inc., licensee of KCOP(TV), Los Angeles,
     California, there is enclosed for filing with the Commission a letter requesting special temporary
     authority to operate low power microwave minicamera systems for KCOP‘s coverage of the Los
     Angeles Marathon from March 2 through March 4, 2001. Also enclosed are an anti—drug abuse
     act certification, a copy of a request to AFTRCC for frequency coordination, and a check in the
     amount of $50.00 to cover the required filing fee.

        Dear Sir or Madam,

        KCOP Television, Inc., ("KCOP") respectfully requests special temporary authority to operate low power,
        microwave mini—camera systems in the 2300MHz band for KCOP‘s coverage of the Los Angeles Marathon on
        March 4, 2000.

        The Los Angeles Marathon is an annual event of substantial size with very large crowd attraction and no less
        than 15,000 runners. Four helicopters, four moving vehicles, three ENG vehicles and seven fixed microwave
        sites, will cover the race.

        Specifically, KCOP is requesting authority to operate two microwave transmitters on the following frequencies:
                                                  2367 MHz and 2384 MHz

        The power input will be 0.25 watts, 17000 F3F emissions, into a BMS 7dBgain antenna with approximately 70
        degree beamwidth, right hand circular polarization. There will be two aural subcarriers above the video. An
        omnidirectional antenna into one 50 dB low noise amplifier, mounted on a helicopter approximately 500 feet
        above the source will receive the camera signals.

        KCOP respectfully requests special temporary authority is granted for the period of March 2, March 3 and
        March 4, 2001 to allow for set—up and course coverage tests.

        The race is on Sunday, March 4, 2001 with main transmissions taking place between 5:00AM and 1:00PM.
        Frequency coordination with the Southern California Frequency Coordinating Committee and AFTRCC will be
        accomplished prior to the event.

        KCOP will be willing to accept a collect telegram notifying it of the grant. Preferably, KCOP would like to
