Special Temporary Authority application - Explanation

Please explain in the area below why an STA is necessary:
A STA is required to support a short duration S-band RF transmission experiment. We envision a 1-hour of RF radiation time. This will be a one way communication to evaluate numerical algorithms with a CW wave form. The signal will be received by an aircraft with a commercial receiver on board and fly radial patterns from APL at altitude from 10ft agl to 30Kft agl in 5kft increments. We are requesting a STA for 6 weeks because of uncertainties with scheduling due to weather and the availability of the receiving platform. We have been given some degree of confidence that our experiment can be schedule between July 11 and August 26, assuming we have the STA in-place
