In regards to your query regarding Output Power and ERP, I assumed the Output Power referred to
maxium output of the RF amplifier driving the antenna system.

In my case, the experimental antenna/ground system at the frequencies requested will be very inefficient,
resulting in actual ERP values at or under 1.0 Watts.

The intent of the experiment, as stated, is to maximize the efficiency of a marginal MF antenna system.
In reality, I do not expect actual ERP to exceed 1.0 Watt given the requested maximum power output of
250 Watts from the amplifier.

I will amend the application if necessary per your requirements.
