Explanation
Please explain in the area below why an STA is necessary:
Applicant intends to use special temporary authority to test system performance using a non-certified transmitter before the transmitter that is under development has been certified. Applicant believes that it will need to operate under special temporary authority for no more than six months.

Purpose of Operation
Please explain the purpose of operation:  Testing conducted at three sites to evaluate system performance using non-certified transmitters. Applicant will use 35 MHz paging frequencies for which it holds licenses.
