The purpose for this experimental FCC license is to allow aircraft that have access to AIS data
inflight (ship location) to be able to communicate using voice (channel 16) and DSC data
frequency (Channel 70) for emergency operations only.



The main objective of this experimental permit is to insure aircraft the shortest rescue time by
first providing ship location and then next being able to automatically transmit distress
information from commercial aircraft to maritime assets which is currently not available.



In order to assign a DSC equipped radio to an aircraft it must assign a valid MMSI number. The
FCC in harmonization with the US coast guard will provide this documentation as part of the
experimental license. It is important to note that Aircraft have always been able to contact
maritime ships using voice but over the year GMDSS has focused mostly on bridge to bridge
communication. With the creation of DSC, aircraft have been left out of this communication
loop. New technology will hopefully re-activate this forgotten part of ship to aircraft
communication.
