SUBJECT: PETITION FOR RECONSIDERATION

Dear Sir/Ma'am:

The undersigned respectfully petitions the Commission for reconsideration of its dismissal without
prejudice of the above-referenced application by taking into consideration the attachment to said
application which gives the Commission permission to change the application to the extent necessary to
place it in a grant-favorable position. However, if Experimental License Application #0343-EX-PL-2008 is
granted, concurrent with a grant of that Application, this Petition for Reconsideration request shall be
moot and, therefore, is withdrawn effective upon the grant of the latter application.
