Re: Experimental Radio Station STA Application
        STA File #0268-EX-ST-2008

Subject: Purpose Statement

Dear Sir/Ma'am:

For the past 4 years, I have been a teacher at East Elementary School, and
sponsor of the East Elementary School Radio Club, licensee of WD2XIW (File
#0138-EX-RR-2006) on the frequencies identified in this application. The
district and its schools, my own included, are restructuring to meet the needs
of a changing enrollment environment. Consequently, the schools are changing
and East Elementary shall cease to exist, and candidly, there is no chance to
truthfully tell the Commission where the station will be before WD2XIW expires
on July 1, 2008. Therefore, rather than renew the previous license (because we
don't yet know the name the license would be under and the location), I am
tendering this application under my own name, using a mobile designation, and an
operational radius. Its purpose is the same, in essence, as was the purpose for
WD2XIW. To be sure, I will be personally responsible for the equipment,
operations, and research conducted; accordingly, it only seemed appropriate -
given that we want to continue this part of our curriculum - to license the
station in my name as the teacher. To this end, should you have a question,
please don't hesitate to call me.

Respectfully submitted:

/s./ James Edwin Whedbee, M.Ed.
