The applicant herein, Jackson EMC, is an Electric Utility Cooperative. Jackson EMC would like to conduct a BPL
test with respect to the delivery of high-speed Internet access and related broadband services over the medium-
and low-voltage lines in the Commerce, GA area. Accordingly, we submit the following information regarding the
trial:

   •    Geographic Area – The test area is Commerce, GA

   •    Frequency Range – 2 to 34 MHz.

   •    Time Period – Six months

   •    Number of Customer Premise units – 31

   •    Number of pieces of BPL equipment on low and medium voltage lines: 29 MV Nodes

   •    Equipment Description – The equipment in use will be from Mitsubishi Electric Power Products (MEPPI).
        Projected equipment use includes 29 Medium Voltage Nodes to inject and repeat the signal onto the
        medium voltage lines, 32 MV coupling units to interface between the electric grid and the BPL equipment,
        and 31 customer premise modems.

   •    Installation Description – Mitsubishi’s BPL equipment will be deployed and tested on the medium- and
        low-voltage lines in the Commerce, GA area. A total of Thirty One Customer Premise locations will be
        Internet enabled through this trial.

   •    Technical Testing – The trial will be used to evaluate utility communications, customer acceptance and
        FCC compliance. The trial will be in compliance with Section 15.109 of the Rules.

   •    Marketing Description – BPL services will initially be made available to a total of 26 customers, comprised
        of residential units. Customers will receive service at no charge to volunteer trial participants. Marketing
        information will be gathered regarding customer perceptions on ease of use and other system
        performance characteristics.

   •    The equipment utilized is as follows:

        1. 29 Medium Voltage (MV) Nodes each comprised of a 1) MV card(s) and 2) LV card(s). This unit
           houses both the MV and LV connectors.

        2. This experiment will include up to 31 residential participants. As such, there will be 31 CPE devices
           used at the trial participant premise (one CPE per participant).

        3. We will use both capacitive and inductive couplers on the MV and LV as follows:

                a. 32 MV Inductive and 4 MV Capacitive Couplers
                b. 17 LV Capacitive Couplers
