Request for Temporary Authority

Request for Extension of
Special Temporary Authority

Pursuant to Sections 5.54(a)(2) and 5.61 of the Commission’s Rules,1 Iridium
Satellite LLC (“Iridium”) hereby requests an extension of its experimental special
temporary authority (“STA”) to add as a point of communication an Iridium 9602
modem on HERA Systems Incorporated (“HERA”)’s 1HOPSat-TD satellite, formerly
known as 1HOPSat-1. Experimental authority is required to add the modem as a point
of communication for Iridium’s “Big LEO” constellation because the space station
license for the constellation does not cover intersatellite communications.

Iridium previously requested and received an experimental STA for a period of
180 days, through October 29, 2019.2 Due to launch and other delays outside of
Iridium’s control, the 1HOPSat-TD mission will commence later than originally
anticipated. Iridium seeks a 180-day extension of its STA, through April 26, 2020, to
account for these delays. As before, the mission will last no longer than 180 days and
therefore is within the terms of the rules governing experimental STAs. Hera has
requested a corresponding change in its experimental authority.3
