Please explain in the area below why an STA is necessary:
The 3650MHz - 3700 MHz is a new licensed band being contemplated for WiMax operation, for which over the air testing is required. More importantly, however, Intels recent experience with other 3.5 GHz experimental stations will allow for a quick installation and deployment of wireless networks capable of handling data and VoIP. The Red Cross has requested such networking equipment from Intel and SBC in the disaster areas of the Gulf Coast, and an STA appears to be the quickest route to establishing legal wireless communications of this type.

Please explain the purpose of operation:
Intel, along with Microsoft and SBC, are working in conjunction with and at the request of the Red Cross to provide wireless internet communications to some or all of their planned 225 Disaster Recovery Centers in the greater disaster areas left by Hurricane Katrina. The purpose of the operation is to provide internet back-haul connection(s) to temporary fixed locations (transportable) within a radius of 40 miles, centered around New Orleans and centered around Biloxi, MS. This network will provide the internet connectivity for telecommunications, faxes, and internet access at the Relief Centers. The Relief Centers will contain publically accessable Hot-Spots (802.11b) WLAN
