Explanation
Please explain in the area below why an STA is necessary:
In association with a government contract, there are critical test assets that are temporarily available to perform experimental research. These resources are available for a short period of time that starts in few weeks, but they are not available on a long term basis. A long-term experimental license for a temporary test is not needed.

Purpose of Operation
Please explain the purpose of operation:  The primary goal of the research project is to investigate the propagation and characteristics of new waveforms for low-power solid-state transmitters. ISA is investigating new waveforms and modulations for low-power solid-state transmitters.
